Summary

Adds documentation to the .github organization repository as specified in CAR-568:

  • README.md: Explains the purpose of the repo, folder structure, key components (organization profile, Paperclip config, agents, skills), and maintenance instructions
  • CONTRIBUTING.md: Contribution guidelines for org-level changes including when/how to modify, change process, and guidelines for agents and skills

Changes

  • Add README.md with:

    • Repository purpose overview
    • Detailed folder structure documentation
    • Key components documentation (profile, Paperclip config, agents, skills)
    • Maintenance instructions for agents, skills, and Renovate
    • Links to related repositories

  • Add CONTRIBUTING.md with:

    • When to modify this repository
    • Change process (branch, edit, commit, PR, merge)
    • Guidelines for adding agents and skills
    • Paperclip configuration schema notes
    • Skill documentation standards
