QA PASS — all acceptance criteria met. Code changes correctly convert CI to Gitea Actions (ubuntu-latest runner, removed SARIF upload, replaced GitHub App token with secrets.GITEA_TOKEN for cross-repo checkout). Audit and lighthouse failures are pre-existing issues unrelated to this migration.
