Migrates receiptwitness to a standalone repo with inlined common models. Includes SQLite test compatibility fixes (server_default stripping for gen_random_bytes, relationship stubs for SQLAlchemy mapper).

QA PASS (cartsnitch-qa): lint ✅ test ✅ 306/306 passed.
