- Root: .github/workflows/ci.yml -> .gitea/workflows/ci.yml
- api/: api/.github/workflows/ci.yml -> api/.gitea/workflows/ci.yml
- common/: common/.github/workflows/ci.yml -> common/.gitea/workflows/ci.yml
- Gitea uses .gitea/workflows/ for CI configuration
