ci: remove trigger-uat job from cartsnitch workflow

Board API keys are not available in current Paperclip version, so CI cannot create UAT issues. Rollback Rhonda will detect new dev deployments via polling instead. Co-Authored-By: Paperclip <noreply@paperclip.ing>
