fix: use Eclipse snapshots API for jdtls download

Browse Source 
The jdtls GitHub repo has no release assets and the Eclipse milestones
directory listing is JS-rendered. Use snapshots/latest.txt which provides
a reliable tarball filename for automated downloads.
