fix: update VSCode install to use Microsoft's current repo setup
The legacy GPG key import and .list format was failing with exit code 100 in CI. Switch to the DEB822 .sources format and install -D key method per Microsoft's current documentation. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
