CI Build Trigger

This PR exists solely to trigger the CI docker build for the GRO-1757 SSO auto-provision fix.

The push-triggered CI runner is broken for the dev branch (workflow_dispatch to dev returns HTTP 500). This PR triggers PR CI which includes the docker build job.

Do not merge — close after image is confirmed built.
