fix(web): gate DevLoginSelector on API authDisabled, not import.meta.env.DEV
Move the DevLoginSelector rendering check from import.meta.env.DEV to the API-driven authDisabled state, after the loading guard. Simplify the redirect condition to remove the now-redundant pathname exception. Fixes E2E login tests that were failing because DevLoginSelector was never rendered in Docker production builds where import.meta.env.DEV is false. Co-Authored-By: Paperclip <noreply@paperclip.ing>
