QA fixes:
- Fix indentation in first rateLimit block (10-space indent)
- Remove out-of-scope files (outbound.ts, outbound.test.ts)
- Remove uuid/@types/uuid dependencies added for out-of-scope files
- Add cc @cpfarhood to PR description
