feat(sdlc): add delegation model tier policy
Set modelProfile cheap only for mechanical, bounded tasks. Leave unset (judgment/reasoning/QA) for standard tier. When in doubt, leave unset. Co-Authored-By: Claude Opus 4.7 <noreply@anthropic.com>
