docs(skills): remove stale no-self-merge contract refs (GRO-2763)

org#17 (GRO-2377) rewrote the uat→main merge-gate policy to permit
engineer self-merge, but left stale cross-references in sdlc, devops,
and coding-standards skills. Update all three to say "PR self-merge
rule" instead.
