feat: extract groombook/web from monorepo

- Copy apps/web/ with all src, components, pages, portal
- Inline packages/types/ as local packages/types module
- Add tsconfig path aliases for @groombook/types
- Port Dockerfile and CI workflow
- Image name: ghcr.io/groombook/web
