Add comprehensive UAT playbook covering all 14 test sections for the React 19 PWA frontend.

  • Added Overview, Environments, Pre-conditions sections
  • Created 14 test case sections (TC-WEB-4.1 through TC-WEB-4.14)
  • Defined Pass/Fail criteria
  • Added Update Policy requiring playbook updates for user-facing changes
