Promote dev → uat.

Included commits

• fix(GRO-2011): /login renders blank — always fetch /api/setup/status for unauthenticated users so needsSetup no longer stays stuck null and blanks the React root. (GRO-2011, PR #36, CTO-approved, CI green)
• feat(GRO-1867): bridge Better Auth session to CustomerPortal (PR #34, already on dev)

Both promote together as a standard full-branch sync. UAT regression (Shedward) covers old + new features.
