chore: add linting, formatting, and type-checking

privilegedescalation/headlamp-polaris-plugin

Add ESLint, Prettier, and TypeScript config files extending the shared
Headlamp plugin configs. Add npm scripts for lint/format. Auto-fix
existing source files. Add CI workflow for PRs and main pushes.
