Summary

Replace remaining privilegedescalation-dev namespace reference with headlamp-dev in artifacthub-pkg.yml.

All E2E scripts and RBAC already use headlamp-dev. This only updates a stale reference in the artifacthub package metadata. The CHANGELOG.md entry is intentionally left unchanged (historical record).

Part of PRI-603 → PRI-605.
