- Changed ci.yaml from ubuntu-latest to local-ubuntu-latest
- Changed release.yaml from ubuntu-latest to local-ubuntu-latest
- e2e.yaml already using k3s-animaniacs (correct)

This ensures all CI jobs run on on-prem runners instead of GitHub-hosted runners.
