ci: move to .gitea/workflows and expand lint coverage

Gitea picks up workflows from .gitea/. Adds yamllint, shellcheck, and a skill-frontmatter validation step alongside the existing markdownlint run, so PRs catch malformed YAML, shell scripts, and missing skill metadata before merge.
