Summary

  • Adds Pipeline stages (Stages 1–5 with step-by-step detail), Hierarchy Rules, Agent Roster, Status Transition Rules, Security Review, and Work Distribution — all missing from the skill entirely
  • Expands Branch Strategy, Pull Requests, PR Review Policy, Handoff Protocol, Status Semantics, and CI/CD with detail previously only in per-agent SDLC.md files
  • Updates Hierarchy Rules: UAT/QA/CTO failures now route directly to engineer; CTO is the single routing point for failures to/from CEO only

Once merged, the per-agent SDLC.md files across all 7 agent bundles can be retired (tracked in PRI-244).

Test plan

  • Review all 12 sections against SDLC.md for correctness
  • Verify Hierarchy Rules match the approved wording from PRI-244 comment
  • Confirm GitHub Issues — Board Approval Required section (skill-only content) is preserved unchanged
