fix(ci): use correct ARC runner label runners-cartsnitch

The correct self-hosted ARC runner label is runners-cartsnitch, not cartsnitch-runners. All CI jobs were failing because no runners matched the old label. Co-Authored-By: Paperclip <noreply@paperclip.ing>
