ci(CAR-1041): remove invalid deploy-dev/deploy-uat jobs

Remove deploy-dev and deploy-uat CI jobs. CartSnitch uses Flux GitOps —
CI builds images, Flux deploys. These Actions-based deployment jobs were
added incorrectly in CAR-987.
