feat(ci): install gitea tea CLI in fork Dockerfile

Adds the official Gitea 'tea' CLI (v0.14.0) alongside the existing forgejo
CLIs (fj, fj-ex, fgj). Useful when interacting with Gitea instances whose API
surface is covered by tea but not by the forgejo variants.
