Summary\n- Update CI Update Infra Image Tags job to also trigger on dev branch pushes\n- Previously only main triggered the job; now both main and dev pushes auto-deploy via Flux\n\n## Why\nGRO-818 UAT is blocked because GRO-876 refund button code was merged to dev but never deployed to dev.groombook.dev. The CI condition was too restrictive.\n\ncc @cpfarhood
