Promote dev to uat after merging #375.

Included

  • #375 — docs(GRO-106): 10DLC pilot registration runbook

Docs-only change. No application code, schema, infra, or config changes.

Validation

  • CI on #375: Build, Lint & Typecheck, Test, E2E all green.
  • The PR-comment step in the dev deploy returned a transient GitHub 502 after a successful deploy — immaterial for a docs-only diff.
  • QA approved (GRO-1005, lint-roller-qa).
  • CTO Dev review approved.

UAT regression task will be filed with Shedward against this promotion.
